When our bus on the way to West Berlin in 1966 made the one official stop in DDR at a restaurant, we were immediately surrounded by kids asking for cigarettes.
Military personal in uniforms with machine guns watched, but didn't intervene.
We later realized that the kids didn't smoke, cigarettes from the West were hard currency and the soldiers were the ones exchanging cigarettes into goods or money
