Making a change in Mexico's future

Some Mexicans resident in the U.S. believe that it is important to vote in the Mexican elections on July 2, 2006. Do they pay their taxes to the Mexican Government? Or do they pay their taxes to the U.S. Government?  The basic principle is that you vote for the government that has got your tax money. No taxation without representation.
